Frannie would like you to collect supplies from Vee Ender, General Store Owner, north of the isle, beside the dock.

Vee explains the shipment was waylaid by pirates and would like you to pass the message onto Frannie.

  Frannie wants you to follow the trail of clues, starting with everything that Vee knows, and then talk to anyone that she might suggest. Talk to Vee, who suggests you talk to Marina Mooring (Whorl Dock Harbormistress).

  Marina sends you to Pirate Isle to talk with Captain Solomon (Crossbones) and Captain Jack (Skullton). Both pirates will deny their crew took the shipment. Talk with one of them until you’re sent to Joe Longbeard’s Isle, and talk with him. Bring him popcorn and hot cocoa and he’ll send you to Saddle Isle to speak with Milo, the rowboat guard on the east coast. Talk with Milo until he agrees to return the shipment. Head back to Vee.
Extra: Talk to Frannie after completing the quest and she’ll reward you with 5 Red Pine Cones.
